Francis J. Manion contended that abandoning sincerely held religious or moral beliefs should not be the price of taking a job.
So-called "conscience clauses" are needed because they allow health-care professionals to refuse to provide reproductive health services without risking their careers, said Manion, senior counsel of the American Center for Law and Justice in Washington, D.C. . . .
"I think it's the best conscience law in the country," Manion said of the Illinois statute. "It just needs to be enforced." . . .
