Trump Administration Secures Landmark UN Resolution for Gaza Peace Force

In keeping with the Trump Administration’s commitment to bring peace to the Middle East, the United Nations Security Council recently passed a resolution to establish a security force in Gaza.

The resolution drafted and presented by the United States incorporates President Trump’s 20-point Comprehensive Plan to End the Gaza Conflict. On November 17, 2025, the 15-Member U.N. Security Council passed the resolution in a 13-0 vote. Russia and China abstained from the vote.

Under the resolution, a Board of Peace will be established as “a transitional administration with international legal personality that will set the framework . . . until such time as the Palestinian Authority (PA) has satisfactorily completed its reform program . . . and can securely and effectively take back control of Gaza.” The Palestinian Authority’s reform anticipates “a credible pathway to Palestinian self-determination and statehood.”

For the peace plan to be implemented, the Board of Peace, in cooperation with U.N. Member States, will establish “a temporary International Stabilization Force (ISF) in Gaza to deploy under unified command . . . with forces contributed by participating States, in close consultation and cooperation with . . . Egypt and . . . Israel.”

The ISF will work with “the newly trained and vetted Palestinian police force, to help secure border areas; stabilize the security environment in Gaza by ensuring the process of demilitarizing the Gaza Strip, including the destruction and prevention of rebuilding of the military, terror, and offensive infrastructure, as well as the permanent decommissioning of weapons from non-state armed groups.” The ISF’s control is anticipated to lead to the Israel Defense Forces’ withdrawal from Gaza.

As expected, Hamas rejected the resolution. Nevertheless, some Arab and other Islamic countries have expressed interest in sending troops to be a part of the ISF in Gaza, showing their support for the move.

So far, instead of taking any measures towards peace, U.N. bodies and many in the international community have been busy condemning Israel. The Security Council resolution is the first concrete step toward peace since the October 7 attack. By successfully getting the resolution approved by the Security Council, the Trump Administration has shown once again the United States’ important leadership role in bringing peace to the Middle East.
