Is the National Day of Prayer actually a nationally-recognized holiday, and does the White House observe it?

The National Day of Prayer is an opportunity for our great nation to unite and collectively bring America – and the globe – before the Lord. One site estimates that nearly “35,000 prayer gatherings will be conducted by about 40,000 volunteers across the United States”, and that “several million people” are expected to take in part in this observation.
