Sunlight on Fraud: ACLJ Files FOIA Requests To Expose Walz’s Minnesota Fraud Scandal

The ACLJ just filed five separate Freedom of Information Act (FOIA) and Minnesota Government Data Practices Act requests at both the federal and state levels. These requests target (then Biden’s) HHS, the Minnesota Department of Human Services, the Minnesota Attorney General’s Office, the Governor’s Office, and other agencies connected to these grants.
These FOIAs will answer questions pertaining to the fake daycares, empty autism centers, and sham child “Learing” centers that didn’t exist but billed the government anyway. Billions meant for vulnerable families and seniors vanished while Governor Tim Walz looked the other way for years.
The ACLJ files FOIA requests to force government agencies to turn over records they would otherwise prefer to keep hidden – emails, internal memos, audit findings, communications between officials, and documentation showing what they knew and when they knew it. In fact, we currently have roughly 20 ongoing FOIA lawsuits to expose the Deep State and corruption.

If the funding was handled properly, the records will show it. If it wasn’t, the public deserves to know. Accountability will not occur without taking this important step to bring transparency.
This scrutiny is particularly urgent given the scale of the alleged mismanagement in Minnesota. Investigations have revealed that as much as $9 billion of state-administered funds could have been misused across multiple programs involving pandemic relief, Medicaid, childcare subsidies, and higher education. Federal prosecutors describe the situation as “industrial-scale” fraud, with systemic failures rather than isolated incidents. Audits have already identified “ghost students” siphoning off millions in federal grants and loans, showing that these are not mere clerical errors but entrenched, ongoing abuses.
Even after early convictions were made, the issues persisted and expanded, exposing weaknesses in oversight that allowed fraud to grow unchecked. In response, agencies such as the Department of Health and Human Services have frozen hundreds of millions in funding, signaling the urgent need for answers before more taxpayer dollars are disbursed. Meanwhile, state legislators and congressional committees are conducting hearings to investigate these failures, underscoring that the accountability process is just beginning.
Our efforts are also aimed at exposing the failures of leadership that allowed these abuses to continue. Calls for Governor Walz’s resignation have grown louder, and his political spin will not divert our attention.
This is a broader problem that Americans are fed up with: waste, fraud, and abuse, as well as the politicians who slip through the arms of justice without being held accountable – only to perpetuate their fraud another day. This is the same disgust that led to the creation of DOGE – an action we fully endorsed.
