Do public universities have the right to deny admission to students based on their faith?

It is a bedrock principle of First Amendment law that the government may not penalize a private citizen based on the viewpoint of his speech. Denying admission to a public university on the basis of one’s faith violates both the Free Speech Clause and Establishment Clause of the First Amendment of the United States Constitution.
